How SPECIAL and perks work
Your build starts with the seven SPECIAL stats — Strength, Perception, Endurance, Charisma, Intelligence, Agility and Luck — each of which unlocks a column of perks. Because Fallout 4 has no level cap, you can eventually get everything, but early on you should focus: pick a damage stat (Perception for rifles, Strength for melee, Agility for stealth) and a survivability stat (Endurance). Luck is the secret sauce for VATS builds, powering Critical Banker and the devastating Grim Reaper’s Sprint. Almost every top build leans on VATS and the stealth multiplier from Sneak.
