The best Fallout 4 build is the VATS Sniper, which stacks the Rifleman, Ninja and Mister Sandman stealth multipliers to one-shot enemies from across the map. Beyond it, the Commando shreds with automatic weapons and Power Armor, the Melee build hits like a truck, and the Unarmed build turns your fists into a weapon. Here are the strongest builds and the SPECIAL stats behind them.
Fallout 4’s perk system lets you build almost any playstyle, but a few carry hardest through Survival difficulty. Here they are, with the key stats and perks.

How SPECIAL and perks work
Your build starts with the seven SPECIAL stats — Strength, Perception, Endurance, Charisma, Intelligence, Agility and Luck — each of which unlocks a column of perks. Because Fallout 4 has no level cap, you can eventually get everything, but early on you should focus: pick a damage stat (Perception for rifles, Strength for melee, Agility for stealth) and a survivability stat (Endurance). Luck is the secret sauce for VATS builds, powering Critical Banker and the devastating Grim Reaper’s Sprint. Almost every top build leans on VATS and the stealth multiplier from Sneak.
