Rockstar Games Has Doubled Its Workforce to Build GTA 6

When Rockstar Games released Red Dead Redemption 2 in 2018, the studio employed roughly 2,000 people. Eight years later, that number has doubled. Grand Theft Auto 6 is not just the most expensive game ever made — it is the project that effectively rebuilt Rockstar from the ground up.

The figures come from a cover story in Dazed magazine, which gave one of the most detailed looks yet at how Rockstar has spent the years since its last major release. The piece confirms the headcount has reached approximately 4,000, with the studio expanding through acquisitions in Australia and India alongside a major new office in Los Angeles.

A Los Angeles Office Built Entirely for Pedestrians

The Los Angeles branch of Rockstar Games exists for one purpose. According to the Dazed report, it is “dedicated almost solely” to working on Grand Theft Auto 6’s NPCs — the pedestrians, bystanders, and background characters who populate Vice City’s streets.

It is a telling indicator of how seriously Rockstar is approaching the game’s world-building. Previous GTA titles have been criticised for NPC behaviour that feels shallow or repetitive; dedicating an entire studio to solving that problem suggests the team is acutely aware of it. Thousands of developers have contributed to GTA 6 in some form across its multi-year development, with the game’s budget — primarily consisting of wages — estimated to have topped $1 billion.

The Professionals Rockstar Hired from Outside Gaming

The expansion has not been limited to software engineers and artists. Rockstar has systematically brought in specialists from fields far outside game development to lend Vice City a texture that purely in-house teams might struggle to replicate.

Jillian Carr, a Miami-based stylist, was hired to build what Rockstar describes as a “fashion ecosystem” — a cohesive framework for how the game’s characters dress across different social classes, subcultures, and settings. “Vice City is built around vanity,” Carr told Dazed. “Between social media, celebrity culture and a constant flow of tourists, appearances carry significant weight, and trend cycles turn over quickly.”

Racecar drivers were brought in to consult on vehicle handling, feeding directly into how cars feel when driven. And to populate Vice City’s Stockyard district — a fictional version of Miami’s Wynwood neighbourhood — Rockstar commissioned 50 real street artists to design murals across the game’s map.

From Consultants to Full-Time Colleagues

What separates Rockstar’s approach from the standard model of game development is how these outside professionals were integrated. Carr, for example, is not a consultant brought in for a few weeks — she joined Rockstar in 2023 as a full-time employee and has been embedded in the team’s regular operations ever since.

The same applies to others hired through a similar process. These are not advisory relationships that end when the project ships. They represent a fundamental shift in how Rockstar defines the skills a games studio needs, blending traditional development roles with expertise from fashion, motorsport, and public art.

The Dazed article also highlighted the return of a feature familiar to longtime GTA fans: eating, working out, and sleeping will each affect your character’s physical condition in GTA 6, echoing the weight and fitness system that made San Andreas memorable back in 2004. It is a small detail, but one that signals how much the team wants player choices to feel consequential.

November 2026 and a Netflix Reveal

With GTA 6 targeting a November 2026 release, the Dazed feature marks the beginning of a broader media push. An extended look at the game went live on Netflix shortly after the Dazed story broke — the first time Rockstar has used a streaming platform as a primary showcase channel for any of its titles.

Given the scale of what has been built — twice the workforce, a billion-dollar budget, an entire office focused purely on making pedestrians feel alive — the pressure on that November window is considerable. Rockstar has not missed a launch window yet. Everything in this feature suggests they do not intend to start.
